One of the men was arrested in September, while the other was arrested on Tuesday.
Both are accused of serious espionage over a period of 10 years. According to their lawyers, both deny the charges.
According to media reports, the pair are brothers, and the older is believed to have been a high-ranking head of a government agency and to have worked for the security police and the military, the Swedish news agency TT reported.
